In Santa Cruz del Islote, a tiny Caribbean island in Colombia, tourism came as a breath of fresh air. For a population of less than a thousand Afro Colombians, visitors meant more cash in their pockets and less risk-taking by sailing out to sea to fish. But the tourists flooded in, using up local resources. The fishery dwindled and the garbage piled up.
